The aim of the Institute for Parliamentarism and Democracy Questions is to combine academic work with practical knowledge gained through years of experience in the Austrian parliament.

President Werner Zögernitz has been involved with legislative work in the Austrian parliament since the early 1970s and as such has excellent insight into the workings of committee and plenary sessions in both opposition and coalition government. He has first hand knowledge of the machinery of the executive and understands better than most the close interrelationship with parliament. Not only that but he is also the author of renowned books on the rules of procedure in both Houses of parliament, the National Council and the Federal Council.

The Institute aims to make the complex process of legislation and parliamentary work more understandable to the interested layman while at the same time providing a service to experts, journalists, members of parliament and civil servants alike.
