President of parliament, Laurent Mosar, and rector Rolf Tarrach, signed on Friday, July 15^th, 2011 a research convention on parliamentary studies between the Luxembourgish Chamber of Deputies and the University of Luxembourg respectively. Claude Frieseisen, General secretary of the Chamber of Deputies and Philippe Poirier (Ph.D., Hab.), coordinator of the research programme on European governance at the University of Luxembourg were present (http://europa.uni.lu).

Philippe Poirier, henceforth chair holder besides being associate professor in political science at the Collège des Bernardins and at the University of Paris Sorbonne (Celsa), is responsible for implementing the aforesaid convention. He will direct the research activities for the ongoing legislature 2009 to 2014 and beyond.

The chair aims at contributing to increase the knowledge on the functioning of parliamenarism in national and European decision-making notably, and in comparative view. At the same time research requested by the Chamber of deputies mainly in the field of political science and regarding democracy, lawmaking and parliamentary procedures and reglementations is assisted.  

Furthermore, the chair allows financially and logistically supporting research projects, helping finaning and developing doctoral research in particular (two per year), proceeding publications for academics as well as the broader public, and creating an internship programme within the parliament targeting Master students in European governance at the University of Luxembourg (four per year), summing up to 750 000 Euros in total.

In order to successfully carry out all these tasks, the chair will in particular initiate cooperation with the European centre for parliamentary research and documentation (ECPRD), the European Commission for Democracy through Law (Venice Commission), and with other chairs in legislative studies of a similar type, such as the one at the Center of Legislative Studies, University of Hull (Great Britain), the Research center on democracy and parliamentary institutions, University of Laval (Québec), and others.

The chair will be initiated on Monday, October 3^rd 2011, at an opening session within the premises of the Luxembourgish parliament. The chair holder and the associated researchers will present the objectives of the chair, its first research orientations, its initial partnerships with other chairs and research centers in parliamentary studies in Europe and the Commonwealth, as well as its website http://législatives.eu
