Dr. Sully, vice President of the Institute for Parliamentarism and Democracy Questions, edited a book on the Culture of Governance with contributions from experts on the Black Sea region. Representatives from the EU and the OSCE analyse democratic governance in the Black Sea Region. Other topics in the book include the impact of EU values on the political systems of Romania and Bulgaria since EU membership, and the political culture in Turkey and the Caucasus. Dr. Sully wrote a chapter in the book, examining the roles of government and opposition in Westminster democracies.
